ECOWAS engaged the planning Ministry on the Human Capital development Index achievements in Sierra Leone.

To strengthen ECOWAS governance and Multilateral deals in West Africa, ECOWAS always provides funds to support Human capital development Programs with empirical indicators in Sierra Leone.

Ruben Johnson, ECOWAS Human Capital Development Coordinator, stated that the periodic visit is yearning to assess the Human Capital development achievement and follow up on challenges as a stepping stone to further joining. Mr. Johnson pointed other significant project aspirations called Catalystic fund Investment, within the context of developing the Human Capital development Programms, furthering that, capacitating the Human Capital development Programms requires fundings, emphasising the crucial need to empower the young Generation for a fruitful future especially young graduate to develop innovative ideas, which ECOWAS Commission is looking forward, to mobilise resources in supporting such Initiatives for the communities ( cities, chiefdoms, and romotes areas.)

Responding to the Ministry Usman C. Conteh Development Secretary, one commended ECOWAS activities in Sierra Leone, especially building the human capital in Sierra Leone that will enable citizens to engage in lucrative standards rather than flew to other countries in search of greener pastures. He emphasised the persistent action of President Bio in developing human capital, referencing the Free Quality Education Program as a significant pillar in human capital development that was mounted by his Excellency and made it the second pillar of the Big Five. He showcased President Bio's Vision and willingness to power the young Generation. He noted the Regional, member state and continental benefits of the HCD. He recognised ECOWAS' contributions to education, skills development, health and nutrition development, and economic inclusion, introducing financial literacy and digital systems. He assured the HCD coordinator of the government's willingness to cooperate with ECOWAS for the continent's progress.

Dr. Sheka Bangura, director of Planning Policy and Research, presented the Sierra Leone Human capital Development, prioritized ECOWAS support for Human Capital, and noted the poor status of Human Capital development, which was about 0.36 in 2019 but immensely increased now.

Dr. Bangura highlighted key areas of ECOWAS concerning the Human Capital development programs, including strengthening Adult Learning in Innovation and entrepreneurship in accelerated and community Learning Centers for functional skills and employability, multi-stakeholders to combating malnutrition in Sierra Leone and supporting advocacy Training on HCD. Dr. Bangura further emphasised the inclusive nature of the HCD in implementing this Action plans through President, of the Chief Minister, minidtrial engagement, district council through the District Development Coodinating committee and chiefdom stakeholders across the country. Closing his presentation, Dr. Bangura highlighted a few challenges but hinted hope for continuing collaborating and networking.

Following interventions from participants, HCD coordinator Mr. Johnson expressed appreciation and urged members to strengthen coordination for stronger Human capital development strategies.

Mamoud Kallon, Director of Human Capital Development at the Office of the Chief Minister, affirmed the government's appreciation for ECOWAS. He also highlighted some key actions by President Bio Vision to actualise Human Capital Development, like electric motor vehicles and big five game Changers, as working Tools to facilitate HCD.

Dr. Bangura also testified Farmtech Innovative ideas by Young Innovators from Kono to improve the Agricultural productivity ecosystem.

 Representatives from the Ministry of Finance, Basis Education, and Statistics Sierra Leone outlined some of the achievements in developing Human Resources to improve the younger Generation.

In closing, Development Secretary one, Usman C. Conteh, reaffirmed government adherence to develop the HCD, referencing legislative actions to support it. He finally retreated government willingness to cooperate with ECOWAS in developing the Human Capital development (HCD)
