the signing of a landmark Memorandum of Understanding (MoU) between the Ministry of Public Administration and Political Affairs (MoPAPA) and the High Commission of India to Sierra Leone, the Ministry is now reaping significant benefits through capacity-building opportunities provided under the Indian Technical and Economic Cooperation (ITEC) Programme.
The ITEC Programme India’s flagship capacity development initiative under the Ministry of External Affairs has opened new avenues for professional and technical officials of MoPAPA to pursue specialized training courses in India aimed at enhancing their skills and expertise.
The Minister of Public Administration and Political Affairs, Amara Kallon, reaffirmed his commitment to transforming Sierra Leone’s public service architecture a vision he has championed since the establishment of the Ministry in 2023.
Speaking on the significance of the scholarship, Minister Kallon noted that the ITEC opportunities were made possible through recommendations from the Ministry following a bilateral engagement with the Indian High Commission. He emphasized that the programme supports capacity building in policy formulation, monitoring, and evidence-based reforms to promote effective, inclusive, and efficient governance across the public service.
Aligned with the Medium-Term National Development Plan (MTNDP) 2024–2030, MoPAPA plays a leading role under Pillar 5 of the Government’s Big 5 Priorities—focused on the Transformation of the Public Service Architecture of Sierra Leone. The Minister stressed that such transformation hinges on sustained capacity development, which remains a cornerstone of his leadership agenda.
The ITEC India Scholarship offers a wide range of professional courses, including but not limited to: The specialized courses available span a wide range of critical fields, including Corporate Governance for a Better Tomorrow: Empowering Leaders in Compliance, Risk, and Sustainability; the 37th Parliamentary Internship Programme; and Specialized Training on Trade Remedies under WTO TRIMS, WTO Disputes, and RTAs. Further offerings encompass an International Training Programme on Skill Development, Entrepreneurship, and Innovation; Cyber Security and Incident Response; and Data Needs for Planning Sustainable Development.
The curriculum is rounded out by essential modules on Budget Formulation and Execution with Focus on Gender and Child Budgeting, Media Management, and Performance Audit.
