MoPED Leads Civil Service Credit Union Campaign.

The Ministry of Planning and Economic Development (MoPED) hosted a campaign to activate the Civil Service Credit Union (CIVSCU) at the MoPED Conference Hall. The event brought together various Ministries, Departments, and Agencies (MDAs) under the Civil Service Code to discuss strategies for wealth creation and financial empowerment for civil servants. The initiative aims to enhance financial management capacity, economic growth, and stability during and after service.

In his presentation, David Abu highlighted civil servants' economic challenges, particularly after retirement, emphasizing that this initiative will serve as a transformative economic development tool.

Deputy Development Secretary Usman Conteh's Address

Deputy Development Secretary of MoPED, Usman Conteh, emphasized the significance of this initiative, calling it a collective effort to promote financial inclusion, government stability, and the overall welfare of Sierra Leone’s civil servants. He noted that the Civil Service, being the oldest institution since the colonial era, plays a critical role in implementing government policies. However, civil servants often struggle with access to affordable credit and savings facilities. He assured that the establishment of the credit union would mitigate these challenges.

Mr. Conteh stressed the importance of coordination, partnerships, and collaboration for the initiative’s success. He highlighted the roles of key stakeholders such as the Cooperative Development Unit, the Accountant General’s Department, the Human Resource Management Office, the Public Service Commission, and the Ministry of Finance in ensuring accountability, transparency, and efficiency in managing the Civil Service Credit Union. He urged all MDAs to embrace ownership of CIVSCU to ensure its success and the development of the civil service.

Minister Kenyeh Barlay’s Remarks

In her opening remarks, Minister of Planning and Economic Development, Madam Kenyeh Barlay, described the revival of the Civil Service Credit Union as a groundbreaking initiative that aligns with historical ideals of cooperative savings and investment. She reaffirmed her ministry’s leadership in championing the CIVSCU, linking it to the government’s "Big Five Agenda," particularly the National Medium-Term Development Plan (2024-2030), which prioritises transforming the public sector.

Minister Barlay noted that financial struggles impact civil servants' performance and overall welfare. She cited the success of similar initiatives within the Republic of Sierra Leone Armed Forces (RSLAF) as a model for the civil service. She cautioned against perceiving the CIVSCU as a mere financial relief program, urging participants to recognise its investment potential and long-term benefits.

In her closing remarks, Minister Barlay called on MDAs to fully utilise the re-initiated CIVSCU to enhance efficiency, economic empowerment, wealth creation, and financial security for all civil servants.
