PSRU Presents IMFR Reports of Electoral Management Bodies to Chief Minister.

The Director of the Public Sector Reform Unit (PSRU), Mr. Sulaiman Phoray-Musa, has on Friday 23 January, 2026, formally presented the Independent Management and Functional Review (MFR) report of the four Electoral Management bodies (EMBs) to the Chief Minister, Dr. David Moinina Sengeh, at State House in Freetown.

The presentation is part of Sierra Leone’s broader Tripartite public sector reform process launched to strengthen institutional performance, accountability, and service delivery across government agencies, especially those involved in electoral and governance systems.

In his address, the Chief Minister, Dr. David Sengeh stated that the IMFR of the EMBs aligns with the Tripartite Steering Committee’s ongoing electoral reform work, a process established after the 2023 elections to review electoral systems, public institutions’ structures, and governance frameworks and to implement lasting solutions for credible elections and democratic governance.

The Chief Minister expressed delight that the Tripartite Committee has reported significant progress in implementing most of the eighty (80) recommendations with the view to ensuring institutional reviews are advance for national governance reforms.

While commending PSRU for what he described as commendable work, the Chief Minister noted that the depth of the presentation reflected a thorough, intensive, and inclusive research process that captured the views of the various institutions reviewed. He assured the leadership of the institutions of his commitment to ensuring that the recommendations are effectively implemented.

The Minister of Public Administration and Political Affairs, Mr. Amara Kallon, was full of praise for the professionalism and dedication demonstrated by PSRU throughout the review exercise.

He stated that the review process was thorough as it covers all the critical areas in the four institutions that will ensure accountability, transparency and effective functionality.

In his power point presentation, the Director of PSRU, Mr. Suliman Phoray Musa, pointed out that the review process involved extensive desk reviews, interviews, focus group discussions and the administering of questionnaires among staff members of the four EMBs and critical stakeholders across the country.

He highlighted the key findings and recommendations of the IMFRs conducted for the Political Parties Regulation Commission (PPRC), Sierra Leone Broadcasting Corporation (SLBC), Independent Police Complaints Board (IPCB), and the Independent Media Commission (IMC).
