The Public Sector Reform Unit (PSRU) has officially commenced a Management Functional Review (MFR) of the Produce Monitoring Board (PMB) following an inception meeting held on January 14, 2025, at the PMB headquarters on Wesley Street, Freetown. This strategic initiative aims to identify institutional gaps and recommend solutions to enhance PMB's service delivery and operational efficiency.
In his remarks, PMB Executive Chairperson, Mr. Raymond Katta, described the review as "long overdue," emphasising its importance in repositioning the institution. He assured the PSRU team of the board's full commitment to the process and highlighted the need for transparent communication and meticulous documentation throughout the review. Mr. Katta underscored that the assessment would provide vital insights into PMB's staffing, processes, and operational procedures.
Director of Operations at PMB, Mr. Didan Sankon, echoed the necessity of the review, advocating for collaboration with external experts to ensure an objective and comprehensive evaluation. He emphasised that actionable recommendations from the review would drive institutional improvements and stressed the need for adequate technical support to prevent operational disruptions.
Mr. Idrissa Koroma, Head of Institutional Reforms at PSRU, outlined the key thematic areas of the review. These include Human Resource Management, Organizational Structure, Mandate and Functions, Sectoral Coordination and Collaboration, Asset and Equipment Management, Communications and ICT, and the Supervisory Framework governing PMB and its partner agencies.
Delivering the opening address, the Director of the Public Sector Reform Unit, Mr. Sulaiman Phoray-Muasa, highlighted recent public sector reforms mandated by the cabinet. He informed the PMB team that the Ministry of Finance would no longer approve additional staffing for public institutions without the completion of Management and Functional Reviews. This directive underscores the government's commitment to accountability and efficiency in public service.
Director Phoray-Muasa commended Mr. Raymond Katta for his proactive leadership in initiating the review. He also acknowledged Director Didan Sankon's dedication to institutional growth, expressing confidence that the Produce Monitoring Board would achieve significant progress under their stewardship.
