Review of the 2017 feasibility study of the Moyamba and Singimi Hydro by the Ministry of Planning and Economic Development.

The Chief Director of the Ministry of Energy Mr Benjamin Kamaracommended the representatives from the diverse MDA’s, the Private sector and consultants for their attendance. The review meeting was held at the Ministry of Planning and Economic Development conference hall on Tuesday 28th January, 2025

.

Madam Kenyeh Barlay, the Minister of Planning and Economic Development was the keynote speaker. In her open remarks, she threw light on the timelines on the Ministry of Energy when it comes to projects. She mentioned three projects the Ministry of Energy has embarked on; the project done by the Ministry of Fishery, the Ministry of Communications text city and the SiminiMagbash Project. These are all projects done by the Ministry of Energy within a time frame. Minister Barlay emphasizes the five big Game Changers of the President manifesto in which Infrastructure is part of the engagement.

According to the Chief Director Mr Benjamin Kamara, he said the purpose of the workshop is to review and upgrade the SINGIMI HYDRO POWER feasibility study. The initial studies was conducted in 2017 and required upgrading considering the substantial time that has elapsed and the likelihood of significant changes in the technical, economic, environmental and socio-economic conditions. It is crucial to undertake a comprehensive review and upgrade of the SINGIMI HYDRO POWER feasibility studies.

Minister of Planning and Economic Development underscore that, the Ministry of Energy is always thinking of the future.She reiterates how the project will create jobsfor the youths of Sierra Leone and wishes the Ministry of Energy well and hopes to maintain the inter-Ministerial relationship,strengthen it and continue with the cordial ties.

The Chairman of the review process introduced Willourine Showers the consultant who has contributed immensely towards the development of policies in Sierra Leone.

The Director of Planning and Economic Development Alpha K. Bangura, resonances the credibility of the Consultant exertion. He said “I had no doubt of him because he has developed a lots of policies like the National public invested policy”.Bangura stated.

The Chief Director Benjamin Kamara of the Ministry of Energy also created the awareness of other projects and proposed date for the company to do their power point presentation. He revealed to participants about the pending workshop the Ministry of Energy will organize in March 2025 for all sectors.

The consultantWillourine Showers, did his presentation followup with Q&A. In his presentation, he stated the background to the assignment, the scope of the work, the approach of the job, the types of staffing, the success factor of the job and the activity planning of the work.

The Development Secretary Peter Sam Kpakra, asked the consultant if they considered the effect of the Mining companies?

“yes but we are not the one to stop them”. Willourine statedThe Chief Director Mr Benjamin Kamara said there is a massive mining activity ongoing but for any time the attempt to stop them they would boast of license of operations.The development Secretary said let's do our best to stop them.

The session concluded with suggestions in which participants gave diverse views. The Human Resource Officer of the Ministry of Energy Alusine Konteh, suggested that the consultant should engaged with the community people as a community own projects for it to be sustainable.

While Director Alpha K. Bangura of the Ministry of Planning and Economic Development suggested that, the consultant should be involved in the cost of the projects and the cost of the transmission for clarity purposes.

The recommendations made by various participants were taken into consideration by the consultant.
