Sierra Leone to Host 10th Africa Public Sector Human Resource Managers Network (APS-HRMnet) Conference.

In a recent engagement with Human Resource (HR) Officers at the Ministry of Finance Conference Hall, the Minister of Public Administration and Political Affairs (MoPAPA), Hon. Amara Kallon, officially announced that Sierra Leone will host the 10th Annual Conference of the Africa Public Sector Human Resource Managers Network (APS-HRMnet).
Describing the event as a historic milestone, Minister Kallon revealed that the conference will bring together over 700 HR professionals from across Africa and Sierra Leone. He emphasized the importance of this platform, highlighting it as a rare opportunity for local HR practitioners to engage with peers, Researchers, Academics, Government Ministers, Permanent Secretaries, and Public Service Commission leaders.
“This conference is a vital professional collaboration aimed at redefining human resource practices in alignment with Africa’s evolving dynamics,” the Minister stated.
He further acknowledged the underutilization of HR officers in Sierra Leone and stressed the urgent need to invest in human capital development. He noted that sustainable national progress depends not only on physical infrastructure—such as schools, hospitals, and roads—but also on cultivating the right mindsets and competencies to manage these systems effectively.
In view of Sierra Leone hosting the 10th APS-HRMnet Conference, Minister Kallon proposed the establishment of a national HR body that would be recognized at the international level. He urged both public and private sector HR officers to meet regularly and work toward creating a well-defined HR career pathway in the country.
“The upcoming conference is a once-in-a-lifetime opportunity. It may take another 54 years before Sierra Leone hosts this event again,” he remarked, encouraging all HR professionals to take ownership of the event and participate actively.
The Minister also highlighted MoPAPA’s mandate to provide political and strategic leadership in reforming the public service. He disclosed that the country’s Public Service Policy has recently been validated and is now awaiting Cabinet approval.
Supporting the Minister’s statement, Mr. Ansu S. Tucker, Director General of the Human Resource Management Office (HRMO), explained that the goal of the APS-HRMnet Conference is to facilitate the exchange of ideas and best practices to strengthen public sector institutions across Africa.
He described APS-HRMnet as a continental umbrella organization dedicated to championing HR issues and noted that Sierra Leone has been an active participant in previous conferences. “Now is our time to host and contribute meaningfully to shaping HR in Africa,” DG Tucker stated.
He added that the conference will feature participants from both the public and private sectors across the continent and reiterated the need to establish a Sierra Leone Chapter of APS-HRMnet to ensure national representation and relevance in the global HR community.
