The Ministry of Planning and Economic Development (MoPED), led by Minister Kenyeh Barlay, in collaboration with the United Nations Development Programme (UNDP) in Sierra Leone, held a crucial Local Project Appraisal Committee (LPAC) meeting at the MoPED Conference Hall in Freetown. The meeting approved the UNDP Programme Document (PRODOC) 2025-2030 and the Annual Work Plan (AWP) for 2025, marking a significant step towards Sierra Leone’s sustainable development agenda.
The event brought together key stakeholders, including the Minister of Political and Public Affairs, Mr. Amara Kallon; UNDP’s Economic Advisor, Mabulara Tsuene; the Director of the Legal Aid Board; representatives from the Residual Court; and other key implementing partners. Discussions reinforced a collective commitment to evidence-based policy formulation, economic competitiveness, and sustainable financing.
Welcoming participants, Minister Barlay highlighted the significance of the meeting, which focused on reviewing a six-year project titled 'Inclusive Governance, Peace, and Prosperity Auditorium.' She emphasized that the project is set to attract millions of dollars in funding and urged UNDP representatives to ensure value for money while prioritising effective program monitoring. She further noted that the initiative would significantly enhance governance structures, administrative policies, democratic processes, peacebuilding efforts, and development indicators.
Speaking on behalf of UNDP, Economic Advisor Mabulara Tsuene described the new Country Programme Document (CPD) as a roadmap for achieving the 2030 Sustainable Development Goals (SDGs). She stressed that strong partnerships are essential in translating vision into action while acknowledging that challenges would be discussed in the meeting’s agenda. Tsuene further highlighted the milestone as a testament to the power of partnerships, innovation, and strategic investments in building a resilient and prosperous Sierra Leone.
Minister of Political and Public Affairs Amara Kallon seized the opportunity to inform participants about the upcoming South-South Cooperation Conference, which will be hosted in Sierra Leone. He noted that the shifting global landscape necessitates exploring new financing models and public sector reforms to drive the country’s transformation. “We must explore new financing models and invest in public sector reform to drive Sierra Leone’s transformation,” he stated.
Following extensive deliberations, Minister Barlay officially approved the UNDP document and encouraged all stakeholders to thoroughly review its contents to ensure its effective implementation.
