As part of efforts to revamp Sierra Leone’s public service architecture, the Country Director of the Japan International Cooperation Agency (JICA), Norihito Yonebayashi, met with the Minister of Public Administration and Political Affairs, Honourable Amara Kallon, at his office on the 9th floor of Youyi Building, Freetown. The meeting focused on strengthening partnerships in capacity building within the public sector.
Strategic Roadmap for Public Sector Reform
Addressing the JICA delegation, Minister Kallon emphasised the need for a strategic roadmap to drive public service reform, aligning with the Government’s Medium-Term National Development Plan (2024-2030). He reiterated that an efficient and well-structured public service is essential for effective service delivery.
The Minister outlined eight key focus areas for the reform agenda:
1. Structural alignment and rationalisation of mandates within the public sector.
2. Human resource management and manpower planning.
3. Coordination and management of public sector operations.
4. Monitoring and evaluation frameworks.
5. Performance management systems.
6. Pay structure and incentives for public servants.
7. E-governance initiatives.
8. Gender and social inclusion, communication, and citizen engagement.
He further stressed the importance of digital transformation in modernising the public service to enhance efficiency and accountability.
JICA’s Commitment to Institutional Capacity Building
Norihito Yonebayashi, JICA Country Director, appreciated the Minister’s warm reception and commended the government’s commitment to public sector transformation. He reiterated JICA’s dedication to strengthening Sierra Leone’s human capital through institutional capacity-building programs.
He assured the Ministry of Public Administration and Political Affairs (MoPAPA) of JICA’s continued support in designing and implementing projects that enhance public sector efficiency and service delivery.
A Strengthened Partnership for Public Service Development
The engagement marks a significant step in deepening cooperation between JICA and the Government of Sierra Leone in enhancing institutional capacity, governance, and service delivery.
