MoPAPA Elevates Sierra Leone's Governance Model at AU-UN Summit in Cape Town.

The Ministry of Public Administration and Political Affairs (MoPAPA) of Sierra Leone made significant strides in showcasing the nation's governance achievements at the AU-UN Summit held in Cape Town, South Africa. The workshop, themed "Strengthening Institutional Capacities in Africa for Effective Implementation of the 2030 UN Agenda for Sustainable Development and the Africa Union (AU) Agenda for 2063," saw the attendance of Dauda Solomon Conteh, a representative from MoPAPA, who presented on Sierra Leone's progress in governance and public engagement.

Held from October 24-26 at the Taj Hotel, Cape Town, the summit gathered government officials from across Africa to examine the steps taken toward achieving UN Sustainable Development Goal 16 (promoting peaceful, inclusive societies) by 2030 and AU Moonshot 3 (fostering democratic institutions and transformative leadership) by 2033.

Representing Sierra Leone, Conteh underscored the nation's commitment to democratic principles, highlighting MoPAPA's role in advancing collaborative governance efforts across government and civil society levels.

Conteh, known widely as "Uncle Dee," detailed initiatives from 2020-2023, including government-led dialogues with civil society organizations (CSOs) across Sierra Leone's provincial hubs, which strengthened partnerships and public engagement. He further emphasized MoPAPA's ongoing collaboration with the Office of the Vice President and the United Nations Development Programme (UNDP) to ensure that Sierra Leonean citizens remain central in decision-making processes.

Reflecting on recent milestones, Conteh revisited the impactful "Bintumani III National Dialogue Conference" of 2019, led by MoPAPA's predecessor, the Ministry of Political and Public Affairs (MPPA). The conference gathered stakeholders from across the nation to foster dialogue on democracy and national unity, which ultimately laid the foundation for establishing the Independent Commission for Peace and National Cohesion (ICPNC).

Conteh also acknowledged Sierra Leone's establishment of critical democratic institutions, such as the Ministry of Information and Civic Education (MoICE), the Ministry of Local Government and Community Affairs, and the Ministry of Justice. He highlighted the historic expansion of the judiciary, introducing magistrates' courts in district capitals—a testament to the government's dedication to accessible justice.

In his address, Conteh pointed to the Ministry of Planning and Economic Development's (MoPED) pivotal role in coordinating the UN Sustainable Development Goals (SDGs) within Sierra Leone's Medium-Term National Development Plan (MTNDP), which serves as the foundation for government-led annual programs. He noted the Ministry of Finance's (MoF) reliance on the MTNDP during yearly budget planning for all Ministries, Departments, and Agencies (MDAs), ensuring alignment with national development goals.

Conteh reaffirmed MoPAPA's central role in the country's governance framework, which is maintained through close collaboration with MoPED, MoF, and the Ministry of Foreign Affairs and International Cooperation (MoFAIC) to support government transparency, inclusivity, and public accountability.
