UN Security Council Reform Gains Momentum at C-10 Retreat.

The Ministry of Foreign Affairs and International Cooperation hosted the Committee of Ten (C-10) retreat, bringing together African Union representatives to strategize for reforming the United Nations Security Council. Held on April 25-26 at the Foreign Service Academy, the gathering saw delegates craft the “Freetown Roadmap,” a comprehensive plan with specific recommendations to advance Africa’s aspirations for a more equitable Security Council.


Minister of Foreign Affairs Alhaji Timothy Musa Kabba made his opening statement on the importance of unified diplomacy, advocating for three core documents to sharpen African advocacy, bolster internal cohesion, and guide international outreach.


Addressing the significance of concerted action, Kabba stressed that unity and strategic communication are vital for success, especially amid today’s global challenges such as climate change and geopolitical tensions. He highlighted Africa’s existing contributions and the need for a reformed Security Council that truly reflects current realities, emphasizing equality and ending privileges for existing members.


H.E. Salem Musbah Mohammad Matug of the African Union underscored Africa’s commitment to fair and proportional representation, advocating for strategic, sustained diplomatic efforts to address historical injustices and secure a permanent seat. Similarly, H.E. Ivor Fung called for African unity to leverage global influence, stressing that collective action is crucial to realize meaningful reforms.


President Julius Maada Bio reaffirmed Africa’s influential yet still largely passive role in global peace initiatives, spotlighting the necessity of amplifying Africa’s voice within the UN. As C-10 coordinator, He said his Government is committed to fostering consensus and strategic plans, urging bold, reflective action rooted in the “Freetown Roadmap” a blueprint for securing Africa’s deserved place on the global stage.
