Sierra Leone Delegation Embarks on High-Level Study Tour to Egypt to Strengthen Civil Service Reforms.

A six-man delegation led by the Ministry of Public Administration and Political Affairs, Mr Amara Kallon, alongside the Director of the Public Sector Reform Unit (PSRU), Sulaiman Phoray-Musa, is undertaking a transformative study tour in Egypt aimed at advancing Sierra Leone’s civil service reform agenda.
Supported by the EU-MAPE Project and Egypt’s Central Agency for Organization and Administration (CAOA), the mission is focused on learning modern, merit-based recruitment and administrative best practices to enhance public service delivery back home.
Beginning on 24th November 2025, the team held intensive study sessions at the Egyptian Capacity Assessment and Competition Centre, an institution renowned for its transparent and competitive recruitment system.
The delegation also paid a courtesy call on H.E. Eng. Hatem Nabil Mostafa, President of CAOA, at his office in the New Capital City, followed by a tour of the Iconic Tower in New Cairo.
The second day featured a deep dive into Egypt’s digital recruitment processes, including presentations on digital application systems and a practical trial of the country’s recruitment examinations.
The delegation further explored the historic Salman Al-Amin Citadel, touring the palace and the iconic Mosque of King Mohamed Ali. These engagements continue to provide rich insights that will help shape and strengthen Sierra Leone’s ongoing public service reforms.
