WGS DUBAI 2026: Minister Kallon meets ORACLE on revamping Sierra Leone’s public service.

Sierra Leone’s Minister of Public Administration and Political Affairs, Hon. Amara Kallon, has on the margins of the World Governments Summit in Dubai met with Simon de Montfort Walker, Executive Vice President of Oracle Industry Applications to discuss ways of revamping his country’s public service in order to improve on service delivery.
Minister Kallon said that Sierra Leone’s current development agenda was based on the ‘Big 5’ priorities, with the public service being a critical pillar. He recalled the Truth and Reconciliation Commission finding that failure of service delivery was one of the causes of the civil war, hence His Excellency President Dr. Julius Maada Bio had made revamping the public sector architecture to enable efficiency and professionalism a key priority for his administration.
He said that, in order to actualize President Bio’s vision to modernize and professionalize the public service to become accountable, his ministry had developed a Public Service Transformative Roadmap Strategy focusing on strategic and structural alignment of MDAs; human resource management/manpower planning; public service coordination and management; monitoring, evaluation and performance management for effective public service delivery; pay and incentives; e-governance; gender and social inclusion; and communications and citizens engagements.
“There is a very strong political will in Sierra Leone to strengthen our public sector architecture. We want to use digital systems to develop our public service and also to improve attendance as a basis for appraisal. Government is working to transform the universities to go digital to allow enrollment of more students and provide access to universities within their safe spaces. There is a lot of opportunities for investment and we are willing to work with partners,” he said.
